After moving to Germany, many everyday matters quickly become administrative ones: you need to register your address, apply for or renew your Aufenthaltstitel, sort out taxes, insurance, benefits, school, housing, or driving documents. Below is a guide to the authorities and documents that migrants most often encounter.

Migration, registration, and civil status

Ausländerbehörde / Ausländeramt

The foreigners authority. This is where you go for visa and Aufenthaltstitel matters: first-time issuance, renewal, changing the basis of residence, Familiennachzug, Niederlassungserlaubnis, and related certificates. In large cities, appointments are often opened through an online portal, and waiting times can be long, so it is best to prepare your application in advance.

Einwohnermeldeamt / Bürgeramt

The registration office that handles Anmeldung at your place of residence. In different cities it may be called Bürgeramt, Bürgerbüro, Kundenzentrum, or BürgerService. Registration usually requires a passport or ID, a completed form, and a Wohnungsgeberbestätigung from the landlord or host.

Meldebescheinigung

A certificate of address registration. Banks, employers, universities, insurers, and some authorities often ask for it. In some cities the certificate can be ordered online, but the rules depend on the local administration.

Wohnungsgeberbestätigung

Confirmation from the property owner or the person providing accommodation. Without this document, Anmeldung is usually not processed. If you are staying in temporary housing, clarify in advance who is entitled to issue the confirmation.

Fiktionsbescheinigung

A temporary certificate confirming the legal effect of an application submitted for the issuance or renewal of an Aufenthaltstitel. It is not a full residence permit, and its meaning depends on the specific note on the document, so for travel, work, and leaving Germany it is best to check the conditions with the Ausländerbehörde.

Standesamt

The civil registry office. It registers births, marriages, partnerships where provided by law, deaths, name changes, and issues related certificates. Foreign documents often require an apostille, legalization, or a certified translation, and the exact list is determined by the specific Standesamt.

Healthcare, family, and social support

Krankenversicherungsnachweis / Mitgliedsbescheinigung

Proof of health insurance. It may be requested when enrolling at a university, starting a job, renewing an Aufenthaltstitel, or applying for certain benefits. The document is usually issued by a Krankenkasse or a private insurer.

Gesundheitsamt

The local public health office. Depending on the federal state and city, it handles sanitary supervision, infection control, some vaccination and counseling programs, school medical examinations, and certificates for certain professions.

Jugendamt

The youth welfare office. It helps with child protection, guardianship, child support, family conflicts, daycare matters, and support for parents. Contacting the Jugendamt does not always mean there is a conflict: in many situations it is simply a normal source of advice and assistance for families.

Pflegekasse

The long-term care fund linked to health insurance. It handles Pflegegrad matters, payments and services for people who need care, and support for relatives who provide care.

Sozialamt

The social welfare office. It may be responsible for certain types of basic social assistance, support for people with disabilities, help in special life situations, and some housing issues. The exact responsibility depends on your situation and on whether you receive support through the Jobcenter, Sozialamt, or another authority.

Taxes, work, and benefits

Finanzamt

The tax office. It handles Steuer-ID, tax returns, tax classes, freelance registration, and some business-related issues. The Steuer-ID usually arrives by post after address registration; if the letter does not arrive, the number can be requested through the Bundeszentralamt für Steuern.

Bundesagentur für Arbeit

The Federal Employment Agency. It helps with job searching, career advice, recognition of some career options, Berufsberatung, training, and benefits related to unemployment insurance.

Jobcenter

The Jobcenter works with employable people who need basic support to cover living costs and integrate into work. It may grant Bürgergeld and help with employment, courses, qualifications, and certain housing costs. The rules depend on residence status, family composition, income, and assets.

Berufsinformationszentrum (BiZ)

An information center at the Bundesagentur für Arbeit. Here you can get materials about professions, education, Ausbildung, studies, and career guidance. For school pupils, students, and adults changing careers, it is a useful starting point.

Familienkasse

The office within the Bundesagentur für Arbeit that handles Kindergeld and some related family benefits. For migrants, entitlement depends on residence status, place of residence, family situation, and the child’s documents.

Elterngeldstelle

The authority for parental allowance, Elterngeld. It accepts applications after a child is born and checks income, child-care periods, and how months are divided between parents. The name of the authority and the application portal differ by federal state.

Schuldnerberatung

Debt counseling. It can help create a negotiation plan with creditors, review letters, prepare for Verbraucherinsolvenz, and avoid new debt risks. Free consultations are often offered by Caritas, Diakonie, Verbraucherzentrale, or municipal services.

Education and recognition of documents

Zentralstelle für ausländisches Bildungswesen (ZAB)

The Central Office for Foreign Education. ZAB issues Statements of Comparability for foreign university degrees and participates in the evaluation of qualifications. Other competent authorities may be responsible for the recognition of professions, so first you need to define the goal: studies, work, regulated profession, or degree evaluation.

Immatrikulationsbescheinigung

A certificate of enrollment at a university. It is issued after successful registration at the university. The document is often needed for insurance, the bank, renting housing, an Aufenthaltstitel for study, and student discounts.

Studierendenwerk

The student services organization for universities in a region. It usually helps with dormitories, cafeterias, counseling, psychological support, BAföG issues, and social support for students.

BAföG-Amt

The office that processes applications for state student support under BAföG. Eligibility depends on the study program, age, income, family situation, residence status, and other criteria.

Schulamt

The school authority. It is responsible for the school system at the local or federal-state level: school placement, advice on moving between school types, integration classes, and sometimes recognition of school documents.

Housing and utility matters

Mieterverein

The tenants’ association. It helps members review rental agreements, Nebenkostenabrechnung, rent increases, Kündigung, and correspondence with the landlord. For urgent legal disputes, it is important to clarify from what date protection applies after joining.

Wohngeldstelle

The housing benefit office for Wohngeld. It reviews applications from low-income people who do not receive housing coverage through Bürgergeld or Sozialhilfe. The amount and eligibility depend on income, rent, family composition, and place of residence.

Transport and driving documents

Kfz-Zulassungsstelle

Vehicle registration: registering and deregistering a car, license plates, change of owner, and vehicle documents. In many cities, appointments and part of the procedures are available online.

Führerscheinstelle

The driver’s license office. This is where you go to exchange a foreign driver’s license, restore a document, obtain an international driving permit, and handle some medical or professional matters.

DB Reisezentrum / BahnCard-Service

Deutsche Bahn services for advice on tickets, BahnCard, reservations, and travel. For regional passes and the Deutschlandticket, it is often useful to also check the website of your local Verkehrsverbund or the carrier’s app.

Gewerbeverkehrsamt

The authority for commercial transport. It may be relevant for companies and self-employed people involved in transport, taxis, freight transport, or passenger services. Requirements depend on the type of activity.

Amtsgericht

The local court. Depending on the issue, it may handle family matters, inheritance issues, Mahnverfahren, Beratungshilfe, court registers, and some civil disputes. The correct court depends on your place of residence, the subject of the dispute, and the amount claimed.

Verbraucherzentrale

The consumer advice center. It provides advice on contracts, online shopping, energy, banks, insurance, telecommunications, and claims against companies. Services may be free or paid depending on the topic and the federal state.

Business and self-employment

Gewerbeamt

The business registration office. Gewerbeanmeldung is usually required for commercial activity, but not for every type of freelance work. After registration, the information is forwarded to the Finanzamt and other authorities.

Industrie- und Handelskammer (IHK)

The Chamber of Industry and Commerce. It is useful for entrepreneurs, companies, Ausbildung, exams, certifications, and advice on commercial activities. For many Gewerbe businesses, membership arises automatically.

Handwerkskammer

The Chamber of Crafts. It is responsible for skilled trades, the Handwerksrolle, Meisterpflicht in regulated crafts, Ausbildung, and advice for craft businesses.

Environment, occupational safety, and special cases

Umweltamt

The environmental office. It may handle waste, noise, water, environmental permits, pollution complaints, and environmental requirements for businesses.

Arbeitsschutzamt / Gewerbeaufsichtsamt

The occupational safety supervisory authority. It monitors working conditions, working time, safety, protection of pregnant employees, and compliance with workplace regulations. The authority’s name differs across federal states.

Tierschutzverein / Tierheim

Animal welfare organizations and shelters. They are not state authorities, but they help with lost animals, animal adoption, advice, and sometimes reports of animal welfare violations.

Auslandsvertretungen

German embassies and consulates abroad, as well as your own country’s missions in Germany. German Auslandsvertretungen handle visas, consular services, and some citizenship matters; your own country’s consulate helps with passports, powers of attorney, and your country’s documents.

How to understand where to apply

  1. Define the topic: registration, residence permit, work, benefits, taxes, study, housing, or court.
  2. Check the website of your city, Landratsamt, or federal state: local authority names often differ.
  3. Search for the German name of the document: Anmeldung, Aufenthaltstitel, Steuer-ID, Kindergeld, Wohngeld, BAföG.
  4. Keep confirmations: letters, Aktenzeichen, appointments, Bescheide, and copies of submitted applications.
  5. If the issue is related to residence rights, benefits, taxes, or court, do not rely on retellings on social media. Verify the conditions with the official authority or a specialist advisory service.

Useful official places to verify information

The main rule of German bureaucracy is that the same word can mean different procedures in different situations. Before booking an appointment, check not only the name of the authority, but also the list of documents for your exact purpose.
