Anmeldung is the registration of your residential address in Germany. You need it after moving into accommodation, when moving within the country, and for many everyday procedures: from opening a bank account to applying for a residence permit, insurance, or a driving licence. In 2026, the basic rule remains the same: you must register within two weeks of actually moving into a flat or house.

German address registration is not the same as the old Russian concept of “propiska.” It does not itself grant ownership or a right to live somewhere; it records where a person lives. For foreigners, the procedure is almost the same as for German citizens, but the authority usually checks the passport and the basis for the stay.

When You Need to Complete Anmeldung

The registration obligation is established by the Bundesmeldegesetz. Under Section 17 BMG, a person who moves into accommodation must register with the Meldebehörde within two weeks of moving in.

Registration is required if you:

  • have found accommodation in Germany for the first time;
  • have moved within Germany to a new address;
  • are changing temporary accommodation for permanent housing;
  • stay in a hotel, dormitory, or other accommodation long enough for a registration obligation to arise.

If you move from one German city to another, you usually do not need to deregister separately from your old address. The new Meldebehörde transfers the data, and the previous registration is closed automatically.

Where to Register

You complete Anmeldung at the local Meldebehörde. In different cities, the authority may be called Einwohnermeldeamt, Bürgeramt, Bürgerbüro, or Wohnmeldeamt. Appointment booking and the list of documents are almost always published on the city’s website.

Before your visit, check:

  • how to book a Termin: online, by phone, or through a walk-in queue;
  • whether you can submit some data in advance through the city portal;
  • which documents are required specifically in your city;
  • whether documents for the whole family are accepted in one application.

In large cities, available slots may appear irregularly. If you receive a Termin after the two-week deadline, keep the booking confirmation: in practice, it helps show that you tried to register on time.

Which Documents You Need

For Anmeldung, you will usually need:

  • a passport or other identity document;
  • a visa, Aufenthaltstitel, or other proof of the right to stay, if you are not a German or EU citizen;
  • a completed Anmeldeformular, if the city requires you to bring it in advance;
  • a Wohnungsgeberbestätigung from the landlord or another person providing the accommodation;
  • marriage certificates and children’s birth certificates with translations, if a family is registering and the documents are needed to link family members;
  • proof of ownership if you are registering at your own home.

The exact list depends on the federal state and city. For example, in some places a passport and Wohnungsgeberbestätigung are enough, while elsewhere original family documents are additionally requested.

Wohnungsgeberbestätigung: What This Document Is

If you rent accommodation, the landlord or another Wohnungsgeber must confirm that you have actually moved in. This document is often called a Wohnungsgeberbestätigung or Wohnungsgeberbescheinigung.

The confirmation usually states:

  • the name and address of the Wohnungsgeber;
  • the accommodation address;
  • the move-in date;
  • the names of all residents who are registering;
  • the signature of the landlord or authorised person.

The form can usually be downloaded from the city’s website. Sometimes the landlord provides their own template, but it is safer to use the form of the relevant Meldebehörde. A handwritten confirmation may work only if it contains all mandatory information and the authority accepts it.

What Happens at the Bürgeramt Appointment

At the appointment, an employee checks the documents, enters the data into the Melderegister, and issues proof of registration. The form may include fields for place of birth, marital status, children, and religious affiliation.

The religion field is important for more than formality: belonging to certain religious communities can affect Kirchensteuer. If you do not belong to a religious community, you would usually indicate an option such as keine Religionszugehörigkeit. Do not choose a denomination “for appearances” if it does not apply to you.

If you do not understand a particular field, it is better to ask the employee on site. A mistake on the form can cause problems later, for example with taxes or official correspondence.

What a Meldebescheinigung Looks Like

After registering, you receive a Meldebescheinigung or Anmeldebestätigung — proof of your address. This may be a paper document or an electronic certificate, depending on the city and how it is requested. Under Section 18 BMG, the Meldebehörde may issue a written or electronic Meldebescheinigung.

The appearance of the document differs by city. Sometimes the whole family is listed on one sheet; sometimes each person receives a separate certificate.

The initial confirmation is often issued immediately after registration. If you later need a “current” Meldebescheinigung, for example for citizenship, a residence permit, a driving licence, or a bank, you usually order it separately. The cost and format depend on the city; an electronic Meldebescheinigung under the BMG is issued free of charge, but local services and paper certificates may have their own fees.

Why Registration Is Needed

Anmeldung is required in many practical situations. Proof of address may be requested for:

  • applying for or extending a residence permit;
  • applying for permanent residence or citizenship;
  • obtaining a driving licence;
  • enrolling at a university;
  • opening a bank account;
  • arranging insurance;
  • confirming your address to authorities and courts.

If the list of documents mentions an aktuelle Meldebescheinigung or erweiterte Meldebescheinigung, the authority needs not an old paper from before a move, but a current certificate containing registry data. An extended certificate may include additional information, such as previous addresses, if this is needed for the particular procedure.

What Happens to Your Data After Anmeldung

After registration, your address is entered in the Melderegister. Government bodies use this data. You will also receive a letter about the Rundfunkbeitrag — the mandatory public broadcasting contribution, often associated with its former name, GEZ.

If you do not want certain data to be passed to third parties in legally permitted cases, ask the Bürgeramt about an Übermittlungssperre or Auskunftssperre. The names of the forms differ by city, for example Antrag auf Einrichtung einer Auskunfts-/Übermittlungssperre. It is important to understand that this restriction does not block all government data exchanges, but it can limit certain types of data sharing.

Registration and Aufenthaltstitel

Your residential address is connected to your foreigner’s documents. After a move, the new address may be entered on the electronic Aufenthaltstitel or a special label may be affixed over the old address. Sometimes a separate replacement card is not required, but the procedure depends on the authority.

After moving, you should also update your address with your bank, Krankenkasse, employer, tax office, insurance companies, and other organisations with which you have active contracts.

Fines for Failing to Register

Under Section 54 BMG, failing to meet the registration deadline may result in a fine of up to €1,000. The same maximum applies to certain violations related to confirmation of moving in. Providing an address for fictitious residence can result in a fine of up to €50,000.

In practice, a short delay does not always result in a fine, especially if a person tried to obtain a Termin on time. However, you should not rely on this: the decision remains with the authority.

How to Deregister When Leaving Germany

If you move to another address within Germany, a separate Abmeldung is usually unnecessary. But if you leave Germany and do not move into new accommodation within the country, you must complete deregistration. Under Section 17 BMG, Abmeldung must be completed within two weeks after leaving; you can submit it no earlier than one week before your actual departure.

Tourists, Hotels, and Temporary Accommodation

A short tourist stay on a Schengen visa usually does not require ordinary Anmeldung at the Bürgeramt. When entering on a national D visa, registration is required when a person actually moves into accommodation, not merely when staying in short-term lodging. Hotels have a separate obligation to complete a Meldeschein at check-in.

If a person is not registered at another address in Germany and stays in a hotel or similar accommodation for more than three months, Section 29 BMG creates an obligation to register with the Meldebehörde within two weeks of exceeding the three-month period. For stays longer than six months, the registration obligation is also governed by special BMG rules.
